Chances are, you've only seen them 'slow blink', and never seen them blink like humans do.
Cats have a third eyelid, that invisible, or transparent. This eyelid is what they use to blink. It's in the corner of their eye!
Cats blink slowly when they feel happy or relaxed. This happens a lot when they are happy when humans are around. You may also see them slow blink when they're getting ready to go to sleep.
You may also see a cat's eye twitching, which may make it look like they're winking at you. When this happens, they're not trying to signal anything to you, they probably just have some dirt in their eye, or they're tired.
Also, cats tend to slow blink at you, telling you that that they love you! It's kind of like a person blowing a kiss to you.
